National Marine Fisheries Service and NOAA are taking comment on their approval of the proposed "incidental take" of marine mammals within this proposed training range complex. I have somewhat revised CARE's comments that are on our website below-- - I believe I sent them to everyone in March -The link to providing comments and to reviewing the proposed rule are below.

If somehow the link doesn't work, go to www.regulations.gov, select type: Proposed rule and type in keyword: nwtrc. That will get you to the same comment page as the link above. The link will also take you "proposed rule" in the Federal Register which is NMFS decision on allowing the Navy to conduct the excercises. I just now found it so I have to review it myself. I will send out my final comment letter when I am done reviewing it. NOAA has proposed some mitigation measures they feel will "sufficiently" reduce the potential for incidental take, so I need to determine if that is laughable given what the ORca network says about it.
